Whole Loan Remics (WLR) Automation Implementation for a Government Sponsored Financing Enterprise

  • About Client: The client is a government-sponsored enterprise (GSE) chartered by Congress with a mission to provide liquidity, stability and affordability to the U.S. housing and mortgage markets. They operate in the U.S. secondary mortgage market. They work with mortgage bankers, brokers and other primary mortgage market partners to help ensure they have funds to lend to home buyers at affordable rates. They fund mortgage investments primarily by issuing debt securities in the domestic and international capital markets.
  • Client Relationship Overview: DISYS has been working with the client for the past 4 years providing consultants to over 50 different projects ranging from development, production support, testing support, maintenance and upgrades. We have provided consultants for each phase of the SDLC including: Project Managers, Business Analysts, Financial Analysts, Developers, Testers, Database Administrators, Network Administrators, System Administrators, and Production Support. In 2007, the vendor community participated in a RFP which was meant to take the vendor pool from 375 vendors down to 15 vendors. DISYS was selected as one of 15 vendors based on candidate quality, rates, references and speed to delivery. We continue to be a top performer supporting IT projects across the company.

Engagement Details:

  • Business Need: The client’s Whole Loan Remics (WLR) servicing process was mostly manual and required business users to access UNIX to run scripts to perform key functions. The WLR process required frequent database modifications to correct data. The WLR process was a structured transaction that securitizes a pool of whole loans. WLR can be either Fully Guaranteed or consist of both Fully Guaranteed and Non-Guaranteed securities. The client needed to bring automation to the WLR process.


  • Project Objectives: To automate the WLR process via a user-friendly web interface (WLR GUI) that will eliminate most manual tasks and technical aspects of the current process, and allow business users to focus on analyzing and correcting servicing data. The GUI needed to also allow multiple users to run process/processes simultaneously, and needed to automatically schedule the tasks.


  • Solution Approach: : DISYS’ Senior Java/J2EE Developer supported the design and development of the middle and back-end layers of the application. DISYS is also involved in the design and development of the end-to-end system, configuring and developing the initial core framework, formulating use-cases, and preparing technical specifications. The project schedule was aggressive, with start-to-finish design, development, and implementation completed in 20 weeks, including System and User Acceptance Testing.


  • Technology Components and Versions: WLR GUI is a multi-tiered architecture Java/J2EE application using Weblogic 9.1 as the Application Server; Oracle 10g databases at the back-end; and using proven technologies and frameworks such as Struts for the Presentation Layer, Spring for the Middle Layer, and Hibernate as the object-relational mapping tool for the back-end.


  • Business Value: Before DISYS was brought on to complete the project, there was no system to access reports and data so everything was done manually. On average, it would take 3 days to gather the data, create queries, then analyze the data. The client now has an online web application that gathers the data and creates a report based on the requested info within 2 hours. This not only allows better access to data and reporting, but has significantly increased production for the WLR group and their business owners because of the time saved.
