  • About Client: Since 1971, the State Transportation Authority has been responsible for constructing, managing, operating and improving the State's toll facilities, as well as for financing new revenue-producing transportation projects. The Authority's seven toll facilities - a turnpike, two tunnels and four bridges - help keep traffic moving in the state. All of the Transportation Authority's projects and services are funded through tolls paid by the customers who use the agency's facilities.
  • Client Relationship Overview: DISYS is a master contractor on the Maryland Consulting and Technology Services contract (MDCATS1). DISYS has been awarded 3 contracts in support of services (Program Management, Business Analyst, and Database Administration) for the Maryland Transportation Authority.

Engagement Details:

  • Business Need: Project Management services for the Transportation Authority. The client required a systems integrator to plan and manage IT projects supporting various business units including Engineering, Finance, Operations and Police. Project types includes:
    • Implementation of new IT systems or software
    • Definition and implementation of automated interfaces between existing IT systems
    • IT infrastructure projects such as a software upgrade or deployment projects
    • On-going upgrade and enhancement projects for existing applications

  • Project Objectives: To acquire the services of qualified individuals who will work with DoIT staff. To assist in the preparation and documentation of business cases, business processes and system requirements
  • Solution Approach: DISYS provided consultants with the necessary experience in managing IT projects from start to finish using deliverables and schedules appropriate to the project size. DISYS achieved the following performance objectives relevant to the Scope of Work in supporting the client:

    • Provided weekly and monthly status reports including schedule, cost and issue management
    • Managed the development of an enterprise wide GIS (Geographic Information System) from validation of requirements to a production system.  The client’s GIS will support users in all divisions and incorporate data from many disparate systems. 

      • The system will provide a Common Operating Picture for all transportation authority assets and enable employees to perform their jobs more effectively.  The Transportation Authority GIS is positioned to be the first robust and easy-to-use geo-visualization for Maryland Transportation and will be made available to all state agencies.  The first release of the system will be ready in the first quarter 2009 and will include high resolution imagery, base layers and 3D building models.  The system is being developed using Google Earth Enterprise products.

    • Assisted the Transportation Authority’s Department of Information Technology PMO (Project Management Office) with the development and maintenance of project portfolio data for capital planning, internal management and reporting to executives. 
    • Managed the upgrade of Primavera project management software for the Division of Engineering.  The system was deployed in a virtual machine blade farm and will roll out to other authority divisions in the near future. 
    • Developed Primavera project management process standards and templates to be used by project managers in the Division of Information Technology.
    • Operated across functional boundaries within the client to ensure multiple stakeholder interests are articulated and accommodated as best as possible within project constraints.
    • Produced the necessary deliverables following the transportation authority and PMI best practices.  Project life cycle documents include the Project Charter and Project Plan with relevant subsidiary plans including Scope, Schedule, Cost, Staffing, Risk and Communications Plans.
    • Completed numerous documents and procedures relevant to the SDLC for the OrgPlus web-based project, including requirements, test scripts, testing and user manuals.
    • Provided project support through data analysis and end-to-end testing for OrgPlus to ensure data integrity.

  • Business Value: The project management will better improve the efficiencies at the transportation authority by streamlining processes and creating a PMO office. DISYS also helped assist in the implementation of a GIS project.
